Management Commitment LO7802

We are trying to polish up our theoretical framework re change processes,
and find ourselves having pretty touch discussions on the following
subject:

When trying to measure ( Top as well as Middle) Management Commitment in
the context of change processes, should one focus on commitment to the
change process itself ("yes/no, I do/don't agree to go through all the
phases of the change process"), or on the expected attitude and behaviour
after that process ("yes/no, I do/don't agree do....-whatever- in the
future"), or both?

Anybody any experience in this?
Any literature recommendations?
Any ideas or comments?

Thanks!
