I have found over the past 15 years of working with leaders and managers
that a care interpretation of the word "Responsibility" has been a
valuable experience. Three words help in clarifying the issue you have
presented. "Responsibility, Accountability and Obligation". Your
questions read more correctly as:

> personal ACCOUNTABILITY for their actions?

Accountability and Obligation are two actions that can be set on others.
Responsibility on the other hand is the ability to respond. This can be
developed, coached, learned but not given to anyone else. The shift in
perspective that this nice word "Responsibility" offers is dramatic and
useful.

How do we help people to gain responsibility?

What can we do to help people invest in themselves and develop the ability
to respond in themselves?

These two questions now are far less parental/boss in tome and intent and
are questions that lead a positive discussion of the next step. I want to
answer the new versions of the questions and I remain slightly confused
about the intention of the previous versions.
