Maslow really speaks from the other end of it by saying that one
does not experience higher order needs until lower order needs are
satisfied (or partially). He doesn't really say that one *will*
experience higher order needs, I don't think.
I think cultural expectations are a major factor in why many
people do not seek higher-order fulfillment. In the culture of the
monastery, one is expected to learn and to pray. In the culture of
America, one is expected to consume.
Societies, like people, tend to get what they reward.
