Entertaining and instructive memoirs of a political scientist by way of business, state, and university administration rather than by way of political parties or academics. Eschenburg recounts in a matter-of-fact way his achievements - rebuilding the German state after the war - and his errors: such as short-lived membership in the SS. Many passages are heavy with arrogance, or is it just tremendous self-confidence? Tone and content suggest an aristocracy of administration: the men behind the scenes who knew every paragraph of every Geschäftsordnung and were able to use that to whatever end. His high praise for Carlo Schmid is a reminder how much of the postwar German development has been obscured by the focus on "sovereignty" to the neglect of a neo-pluralism of Verbände, regions, administrations, and the complex systems of law appropriate to each, yet never centrally legislated.
