Errors and exaggerations have been questioned by scholars from the Eisenhower Center, but the book is another provocative reminder of Allied atrocities at the end of World War II. The historian's leap from the fact of mass death to the accusation of individual intention is effective in journalism and in the expose genre; most interesting, however, are the passages about individual soldiers and civilians who observed the abuse, tried to stop it, and could NOT. The inflexibility of gigantic systems of war, how they resist "learning", is a microcosm of social problems in general. How can we learn and change even in wartime, not just as individuals with a conscience but at the level of organizations, where it can make a difference in the lives of millions? This book reminds us - unintentionally - that "conscience" is not enough. No critique or defense of Eisenhower, the individual, can change that.
