University of Illinois studies in the social sciences, volume 9, nos. 1-2, March-June, 1920. Author was at the time: Instructor in Political Science, University of Illinois. An early review in the AHR was only able to note the encyclopedic quality of the work, stating that "the subject is not one which conduces to fine writing." This we know from other works on states of emergency to be absurdly untrue. Quincy Wright, in his 1923 review, touched on some of the thorny issues, while praising Berdahl's work: he "has covered a distinct field of constitutional law and covered it so well that no one will have to do it-over again for some time." Calling for volunteers without congressional authority was clearly beyond Presidential powers, but Berdahl observed "If these steps appear necessary to save the government, as they were said by Lincoln to be necessary in 1861, popular opinion will undoubtedly sustain the President, as it did then" (p. 111).
