is intended to make us think of Ophelia's later death by water described by Queen Gertrude in Hamlet, Act IV, Scene vii.

Ophelia died with her arms full of flowers (see lines 35-38 and the commentary for these lines concerning Eliot in the Luxembourg Gardens. )
