...to which I would add they are on the same planet as most small
municipalities who have roads, bridges, sewers, water mains, police,
libraries, schools, and civil servants for yesterday's needs - but not for
tomorrow's...
They are on the same planet as military planners who will never forget the
lessons of the last war, but who seldom see the next one coming either...
They are on the same planet as the herdsmen whose animals grazed the land
to dust in many times and many places...
And they are on the same planet as the rest of us.
