What Are Learning Organizations? LO12568

I've seen a number of responses to WHY we need LO's, but to me the first
question that needs to be anwered is WHAT are LO's?

I'm majoring in education and will be writing my thesis on how to create a
LO, based on my experience from an international petroleum company. When I
discuss the subject with colleagues they all argue that we DO have a
learning organization - after all, we have been through TQM! When I use
descriptions of LO's, the ones I've found are too fuzzy, and they
certainly don't help me in explaining what specifically will be different
in a LO.

I could be that I'm not explaining it well enough. Anyway,in order to be
able to become more specific, I'm looking for a good definition of LO's -
and preferably a definition from the literature. Can anybody help me?
