It HAS to be a "whole" process. In group dynamics literature as well as
much practical experience, part solutions get "killed off" (nixed)
regularly. The power of this dynamic can be seen by the fact that that
fate is predictable even when the results of a project are outstanding.
The dynamic is called (perhaps ironically considering the language that
you use) the "foreign body effect" and has been noted (though not
necessarily by that name) since the 1940's.
