Reflection on "HRD Role in Organisation Learning" Discussion

Imagine organisations (most of them) are made up of
or divided into parts, like a human being : part of arm,
part of leg, part of brain, eyes etc. etc.

Imagine one part e.g. ARMS proclaims their commitment
to Learning Organisation : learn, use, apply, ...the
LO principles in their part / department.
Will the Whole Body performs better,
more effectively, more cohesively?
