Measurable Attributes from my own experience and understanding can be
broadly categorized in two

1) Cycle Time of a Process
2) Occurrences per population e.g.
defects part per million etc.

Could there be other categories?

The next challenge is to choose the more meaningful
and impactful Variables of the above two categories.
For example : to measure the overtime of staff as
occurrence per population (overtime per month)
is of little value as overtime is usually CONSEQUENCE
of poor system in operation.
Likewise Measuring Learning by training courses
is focusing on Quantity and Not Quality.
