I picked up on the above point from your post. I agree. I think one of
the sad points is sometimes people make performance measures 'for keeps'
when maybe the measure should change. Another perspective is just looking
at the performance measure with out taking the system into account is very

I often wonder if managers really understand the linkage between systems,
measures and generating results? Just an outloud questions.
