Measuring LO degree LO12072

Looking at different organisational units feeling their lo status being at
very different stages I'm wondering how these different degrees of OL
could be made visible. How could they be made comparable?

Does anyone of you know about measurement efforts in the LO field?

The only first answer I found in "Building a Learning Organization" by
David A. Garvin in Havard Business Review, July-August 1993. In the
section "Measuring Learning" he talks about "half-life" curves. The
problem with them is that they are focussed on results only. His solution
is to use surveys, questionnaires, and interviews additionally at the
cognitive level, additionally direct observation at the behavioral level,
and a comprehensive learning audit to measure performance.
