Watched many times, and it is a different leadership... the individual
who becomes a leader. Of course the Picard character is also in a
military organization, whereas Dr. Who is an individual without any
ties to the earth (except his own emotional ties...)

Could the BORG be the perfect learning organization taken to extreme?
