Maybe we may add other questions:

Why do we want individuals to act independently? Do we want absolute
independence or a certain kind of independence? For instance what kind of
independence should an auditos have, what independence should a salesman
have, what independence should a service attendant have?

How can we offer individuals the oportunity to act independently? How can
we assure they will not be under influences that will sacrifice their
independence?

Do the leaders and managers know what the individuals' values are? Are
they conscious of the organization's culture? Does the organization have
real values?
