Since I work in the government sector, I am interested in this question,
but can supply no answers. Like many organizations, government orgs. have
experienced dealing with plateaued employees, those who decades ago, would
have been promoted and placed in other opportunities...nowadays, few
people are going anywhere. This makes it difficult to convince
administrators to invest in their people.

Perhaps the situation is different where you are, but sadly, in this neck
of the woods development is more and more difficult to procure. As for
incentive programs I am not completely sure what you mean.
