In LO11078 Deirdre O'Reilly asks a question on whether unionised
organisations can become learning organisations.

The question is value laden in so much as Trade Unions have tended to be
regarded as inhibitors to change, especially in the UK and USA. However,
it is possible to turn the question, and the questioner, around by asking:

Can organisations which view trade unions as obstacles become learning
organisations?

The European Union has just announced funding of a two year project
examining the role of social dialogue in human resource development. This
study will focus on the UK and compare its situation, and traditional
perspectives on trade unions, to that in Germany, Italy and Sweden. The
project starts in January 1997 and is led by the European Consortium for
the Learning Organisation. It is hoped that answers to the revised
question can be found and a European model of dialogue between the social
partners established which should be of some interest to others.
