Authority in a LO LO11040

For learning, I think that what is wanted is an "attractor" which
might be an individual but is often a community. Any authority which
supports learning is one of mastery and contribution rather than the
idea of someone with controlling power or formal authority.

Formal authority, of itself, is a detractor from learning, in my
opinion.
