I don't believe uniforms are based fear. They bring order and group pride,
serve to do away with differences and competition associated with dress,
and augment the idea that today is a day to concentrate on learning.
Uniforms have had a very good influence on schools to my knowledge and
have nothing at all to do with fear. The same is true for military's and
other organizations which have taken to uniforms.

As concerns fear of retribution as an element in reducing crime, what
other element can replace it to control those whose sense of conscience is
insufficient to prevent commission of criminal acts? This applies as well
to the world of business and LO's.
