short term management focus:

I would say that most managers (not just IT managers) are working on the
problems of today and THEN will spend some time on tomorrow. But their
scope for tomorrow will be biassed by the hot topics of their bosses if
they are astute. Only by making LO the hot topic of the bosses will it get
any attention...

Only if the strategies are the politically correct areas for the present.

I don't agree with this but I strongly believe we have to deal with our
current reality in order to move forward on any front.
