Have a look at at Edgar Schein's paper "Organizational and Managerial
Culture as a Facilitator or Inhibitor of Organizational Learning" found at
http://learning.mit.edu/res/wp/10004.html. Some kinds of psychological
safety seem beneficial for learning and change (sorry for being redundant
:-).
