Replying to LO10431 --

Archie,

> How can a new person evaluate someone who has been at the company for
> years.

New people can offer their own experience of the person being reviewed,
which is just as valid as anyone else's recent experience, and has the
benefit of being untainted by history.

> 4. What training should be given to the team members. What if someone is
> not very tactful in how they answer?

Train everyone in the art of giving and receiving feedback. Give everyone
lots of practice, and not just at review time.
