Glenn,

I find that the principles of quality management, systems thinking and
learning organizations are intertwined to the point where I ask a series
of questions designed to elicit the current state of the organization and
its propensity to utilize systems thinking for its benefit.

If I find that an organization does not appear to allow for the
possibility for improvement in these areas then I try not to force the
issue on the organization. I share the results with management, who may
or may not have been interested in pursuing the "change" anyway. Sad to
say, it still appears to be true that if management does not understand
or support such principles, it is likely that any such project will fail.
