As "the Duke" would say it "Wee..ll somebody had to pull the trigger".

There is the premise that the system is the solution. True. However,
when we speak of leverage, we certainly must include the authority figures
or appointed leadership. For lack of other structures, they pull the
trigger in most organizations.
