At the end of the day, you are creating a dynamic information
architecture. Why not try an intranet - a moderated internal web. Perhaps
the moderator could occasionally have real-time meetings with those
involved, tweaking those who rarely participate for information and
posting that info in the form of interviews. Others could start their own
topics or respond as topics develop. The moderator could also maintain a
database of stored information. Individuals could ideally access this with
a search engine that can handle concepts. This could start small - the
search engine could simply be a keyword search. Individuals and the
moderator could (with good reason) enable hyperlinks to other documents,
to web resources if not to other intranets. Then as it expands leading to
increased complexity and security problems, the moderator would heve to
address this problem.

The main thing is - just start! The key thing is, be flexible. The
moderator can't just be someone who goes around collecting information.
That presupposes a lack of interest in volunteering the information on the
part of those involved, and skews all the information according to the
moderators pre-conceptions. Perhaps facilitator is a better word. Perhaps
a results-oriented therapy metaphor is good - after all, this is about
going over the past. So to start, I would research the techniques of
results-oriented facilitation on the one hand and building small intranets
on the other.
