First of all, I hope we are not trying to solve the problems of the
economy and society on this list. My experience suggests that success
comes through focus and I believe this applies in LO or any other
technique. I would never hope to start to transform "top down" because the
hierarchy of change is too slow.

So, yes, it is essential to build some small victories in every company
and then leverage those. It may result in sub-optimium solutions at first,
but most "big bang" approaches to change result in more noise than
substantive change...Keith
