After working for over ten years in management consulting/training, my
conclusion is that it is the MACRO behaviours in organizations that
influence outcomes--that is, what people do every day, in each situation,
what they say, how they say it. I agree with you entirely, which is why we
set up the Institute For Cooperative Communication, focusing on
communication issues such as developing credibility, communicating with
hostile people/customers, and management communication.

It's NOT TRUE, so the question is unanswerable. Communication is
bi-directional and involves reciprical control and influence.
