Before spelling out my views I would like to state that most of the
organisations in the world, in their efforts to achieve results and gain
profits consider the HR profession as a necessary evil and some
organisation merely follow the trend of keeping some HR professionals on
their rolls. I believe that persons in HR profession need to be realistic
in helping organisations. Efforts of change would yeild +ve results only
when they are initiated after assessing the possible implications.The top
management plays a vital role in this assessment.

Coming to my response to your mail, I would like to restrict myself by
posing the following questions to you. If you try answering them, I
believe, you would certainly get a few ideas to go ahead with your plans
to introduce change.

1. What do you mean by SENSITIVITY? How do you relate it with
the work and the individuals?

Correct me if I am wrong. By saying "Capturing of the changing environment
and response creatively" do you mean that SENSING AND RESPONDING TO THE
CHANGING ENVIRONMENT CREATIVELY is the need that your organisation felt?
If so my questions are:

2. Why do you want to sense the environment?
3. What kind of changes in the environment are related to you?
4. What according to you is the Creative Response?
5. How do you measure and reward the creative response?
6. What answer do you have when people ask you (directly or
indirectly) "WHAT ARE WE GOING TO ACHIEVE BY BECOMING
"SENSITIVE, CREATIVE AND RESPONSIVE" AND HOW IS IT GOING TO
HELP US?"
