Jim, I have two suggestions. First the lengthly suggestion.

In discussions with colleagues as we establish "learning events" for
others, we often engage in a discussion about how the people will feel and
act when we begin the event. We often express at least some fear or worry
that they will rebel or resist in some way.

I have reframed my thinking to focus not on how they enter, but on how
they feel when they leave. My goal is to build capacity and efficacy of
the participants and I want them to leave feeling the experience brought
"meaning" to them, they are better-off because of the time spent, and they
either have additional skills, knowledge or attitutudes. To accomplish
this, I need to be aware, but not fearful, of how they enter the process.

In general, my suggestion would be to somehow create a time within the
regular work day, when all could be particpate. Preferably one whole day,
but at least 1/2 day. (I know this is easier said than done!) I would
create a series of structured dialogues in which there would be two goals:
1) to learn by listening to others and 2) to identify common values and
beliefs.

Use some system to gather written feedback and reactions from the
participants that can be put together and made available to all
participants.
Also establish, a group to help plan and coordinate future work

Second, the simple suggestion.

Ask this question of the employees and listen to their responses.
