Someone or someones must provide the longer range vision, in concert with
the cultural morals and values of the organization, AS IT PRESENTLY
EXISTS, and THAT collaborative effort, of THAT team will or will not
effect the desired ends. Next year...? A new team, or the same team with a
different concentration of values and interests, will not. Life in the
organization, as with ourselves, is not static but everchanging, nebulous,
complex, and, yes, at times chaotic.=20

Isn't the "someone" or "someones" who provides "the longer range vision" =
actually providing the WHATS or the rolling goals?=20

I don't see any conflict between what Malcolm's suggestion and John's reply.
