How much would it cost your organization to develop a 1300-page,
31-module self-paced management training program, including
instructions, objectives, text, critical incidents, lessons
learned, self tests, and references? If you said $1-2 million,
you'd probably be close.

Through the US Department of Energy (DOE) Carlsbad Area Office
technology transfer program, US businesses, educational
institutions, not-for-profit organizations, and local, state, and
federal agencies can obtain such a program and non-exclusive rights
to use such a program at NO COST. The purposes of this program is
to ensure maximum return on tax dollars and to increase American
competitiveness in a global economy. A Westinghouse team
developed the 1300-page, 31-module Management and Supervisor
Training (MAST) program for use at the Waste Isolation Pilot Plant
near Carlsbad, New Mexico. MAST received high marks from trainees
(managers, supervisors, and high-potential candidates), regulators,
corporate, and customers. In addition, over 90% of our managers
completed the program within the required two years, surely
qualifying it for the Guiness Book of Records.

Many of you have received individual modules from this program in
the past. Improved technology and work processes now allow us to
offer you the whole program, consisting of 31 modules:

* Introduction to the MAST Program * Basic Management/Supervision
Concepts * Self-Assessment * Leadership * Responsibility and
Authority * Problem Solving and Decision Making * Communication
* Planning * Organizing * Controlling * Employee Relations *
Personnel Development * Administrative Requirements * Regulatory
Organizations and Their Requirements * Quality * Budgeting and Cost
Control * Purchasing and Accounting * Material Control * Plant
Modification * Document Control and Storage * Maintenance and Work
Control * Conduct of Operations * Plant and Industry Experience *
Industrial Safety * Radiological Protection * Environmental
Protection * Emergency Preparedness * Plant Security * Interfacing
with External Organizations and the Public * Training and
Qualification of Personnel * Waste Management

To meet anticipated demand in a timely manner, we are preloading
the entire MAST program on to sets of two 3.5 disks in WordPerfect.
We will NOT be customizing disks for this offering -- you will
receive the entire program if you submit an application for
transfer.

All of the modules contain some Westinghouse-specific practices and
some generic good practices. Consultants can rapidly customize the
program for customers. Educators can use the modules as handouts
and lesson plan supplements. Businesses, not-for-profit
institutions, and local, state, and federal governmental agencies
can use MAST for internal training needs.

To receive the MAST program disks and non-exclusive rights to use
the 1300-page, 31-module program AT NO COST, please perform the
following:

***Send me an e-mail (keeleyb@wipp.carlsbad.nm.us) with your name,
organizational snail-mail address, e-mail address, phone number,
and fax number. Please reference MAST in the body of your message.

We will e-mail you the technology transfer application. Please
read it, complete section III and e-mail
(keeleyb@wipp.carlsbad.nm.us) or fax it (505.887.1434) to me. We
will obtain the necessary approvals and then snail mail you two 3.5
disks containing the program.
