In LO6845 John sites a particular quote from the software development
community:

>From my experience and perspective, this is a false notion. "Process
focused" is concerned with consistent outcome of each process step --- not
necessarily how one goes about achieving that step. IMHO the essence of
process improvement is about creativity and ingenuity. Continuous
improvement expects the individual executing the process to shorten the
time and lessen the effort within each step of the process without
compromising the outcome (typically an input to another process).
