Bill Hobler says,

Even in business there are times when I have to compete vigirously with some of
my competitors and at other times I collaborate with the saome competitors.
Only by working on the relationiships and knowing that we can work for mutual
benefit can we do both.

In the larger context when collaboration among different organizational types
is needed how do we work on the relationships?

Exactly. Therefore, there must be times when society would best be served
by government and business collaborating on important tasks while at other
times society would best be served by constructive conflict between the
two. How do we know when to do which, and how do we learn to collaborate?
