Searching Alta Vista on the WWW for Altshuller finds a number of
articles. Most of this response is a quote from one Minsk-related
note. I don't have any experience of Altshuller's work.

"In 1975 Val Tsourikov, a computer scientist at the Minsk University of
Informatics, developed the first piece of software to use a computer
to assist in the inventive process. This software drew from the work
of the Russian scientist Genrich Altshuller. Altshuller had done
research on the history of science and technology and discovered
patterns that were common to innovations in many different fields.
This involved the study of a very large number of patents. He used
these common patterns to develop a general theory of how innovations
are made. This theory is known as the Theory of Inventive Problem
Solving (TIPS a.k.a. TRIZ). This general theory proved to be useful in
the development of new innovations. Implementation on a computer made
these approach even more useful. The software was extended to include
a knowledge base of effects and examples. "
