Actually there is more going on than one would suspect at first blush
given the systemic nature of the patient following the funding rather than
the funding following the patient...(which, of course is how it "should"
be!!). You might be interested in attending a TQM in Mental Health
Conference hosted by the U of Missouri Medical School in St. Louis this
