Persuasion is done by building personal, 1-1 relationships. This takes
time. Some of the most successful changes in which I have been involved
had media & leadership attention and then gave me the time to build the
relationships for change. I would also add stability in the organization.
If people are worried about their jobs, etc, they are not interested in
learning new ways to "drain the swamp" unless it is for a different
company.
