On the question of "where to start", hermeneutic philosophers have
something to say. When you begin to examine a text - or start a
discourse - the process will change the original understanding. What
this will mean is that, in retrospect, you will have started at the
wrong place, understood incorrectly and dealt with the wrong issue
(and involved the wrong people).

This is not an accidental or unfortunate result - it is a necessary
result.

Any change effort will be at least as complex.

Therefore, starting at whatever is the available and best place of
the time seems the practical way to go.
