Diane asked if we feel there should be a method of assessing behaviors vs
that which is expected in a more objective manner.

Diane, I have found that employees and managers have responded very
favorably to the development of a matrix defining progressive levels of
competencies (skills, knowledge and behaviors) needed by the organization.
The definitions are written as objectively as is feasible in terms of
observable, demonstrated behaviors. Generally there is a minimum level
that the organization requires (mandates) for all employees and employees
are encourages (and sometimes paid) for attaining higher levels of
competency.
