Here's an extended parable of the fisherman that may give a frame of
reference for Rol's categorization of stages of developemnt.

To become an organization of people who know how to learn and how to
create a learning environment in which others can learn, people progress
through five developmental levels (the extended parable of the fisherman).

The parable of the fisherman says, "If you give a man a fish, you feed him
for a day. If you teach a man how to fish, you feed him for a lifetime."
(Of course, once the man learns how to fish, he must actually fish if he
is going to feed himself.) The parable can be extended so that subsequent
generations also learn how to fish and therefore are able to feed
themselves.

1. I learn how to fish and how to teach fishing

A person has to know how to learn (this person can be internal or external
to the organization) and how to create a learning environment for other
people. If the person is internal to the organization, then the first
level of learning exists in the organization.

2. I teach you to fish

If the person is external to the organization, then a person or persons in
the organization has (have) to have a learning partnership with that
external person so that they develop the capability to learn. This
results in a first level of capability within the organization.

3. I teach you how to teach fishing

The internal person(s) next has (have) to have a learning partnership with
that external person so that they develop the capability to create a
learning environment in which other people inside the organization learn
how to learn.

4. You teach them how to fish

The internal people who have learned how to learn form learning
partnerships with all the people in the organization to create a learning
environment in which those people learn how to learn.

5. You teach them how to teach fishing

The internal people form learning partnerships with all the people in the
organization to create a learning environment in which those people learn
how to create a learning environment in which other people can learn how
to learn.
