Does an enterprise simply find 'natural leaders' or do enterprises
develop leaders?

All right, the relationship can be counterproductive. But it has been
productive for organizations to identify their emerging leaders or to
develop leaders. The book 'Built to Last' describes the value of this
process but doesn't elaborate.

In the process of building a learning organization I would think that
the core implementation group would want to identify process leaders
as quickly as possible and develop them. They would want to have
their desciples preaching the good news at all levels.

Is this a viable tactic? Is it possible to train someone who has never
led but is enthusiastic about learning organizations?
