My suggestion would be to not focus on information flow but rather on the
knowledge the people within the organization need to accomplish tasks and
make decisions. Information alone does not allow the individual (or
organization) to fulfill their mission. There must be a process for
turning data and information into knowledge. It is the knowledge that
must be present at the appropriate times ...

When you start with the knowledge requirements and work back through the
transformation process to the input, the data and information, you not
only get a mojor leg up on the "information flow" question, but you
capture (and hopefully learn more about) some very critical business
processes that often go unexamined.
