To join the discussion, here are definitions I use for "learning" and for
a "learning organization". They are written to be operational
definitions, that is, to enable people to use them to translate thought
into action. I didn't borrow them from anyone so if they don't work for
anybody out there I'll take responsibility for them.
Definitions
Learning = for any given set of conditions, discovering the actions and
sequence of actions that will reproducibly produce a predetermined,
specific, measurable result and developing the ability to perform those
actions to achieve that result.
A learning organization = an organization in which we all commit to:
* Discover the needs of our customers and stakeholders;
* Work together to learn what we need to learn to develop and implement
service delivery systems (processes, systems, and behaviors) that add
value for the customers and stakeholders; and
* Continuously change these service delivery systems to meet the
continuously changing needs of our customers and stakeholders.
