The anomoly you cite can be (in my experience) attributed to the
political nature of the capitalistic animal. Until we rise above
the parochialism associated with establishing a "power base"
(be it HR's, OD's, TQM's or Training's) I don't see us making
much headway in our efforts to implement TRUE LOs.
If I have overstated the obvious, I apologize: I have only
recently entered the dialog..
