It seems to mes that writing and reviewing are the basis of goal oriented
behaviour. Maybe goal oriented behaviour is inappropriate for people
within organizations.

I've been trying to simulate this type of environment. I learned there
seems to be a variety of views or perspectives that are possible. Some
examples are:
My perspective Someone else's perspective
I am Canadian I am British
You are eloquent You are a wanna-be American
There's people's views of themselves, there's other people's views
of themselves, there's people's views of myself, etc. It get's
sort of complicated when you add more people.
