In Jonathan Rosenhead's book, RATIONAL ANALYSIS FOR A PROBLEMATIC WORLD
(1989) John Wiley & Sons, the author makes reference to the work of Rittel
and Webber (1973) and quotes as follows, "According to Rittel 'the methods
of Operations Research....become operational...only after the most
important decisions have been made, i.e. after the [wicked] problem has
been tamed'. Quote is from:

Rittel, H and Webber, M (1973). "Dilemmas in a general theory of
Planning", POLICY SCI, #4, pp. 155-169.
