I am virtually certain that the terminology "Wicked Problems" was invented
at UC Berkeley in the urban planning group. Horst Rittel was one of the
key people, and I think the other one's name might have been Weber. If
pressed, I could probably come across one of the references, but I suspect
one could find them by looking up Rittel in a library computer system.
