A hiring practice that I'm familiar with and I think well suited to
"a learning organisation" is a self/group selection process. The job
applicants - often with some pre-selection due to numbers applying -
are invited to participate in a self-selection process.
A structured (and minimally facilitated) day (or more) of
interactions between the applicants with visits from various members
of the organisation they will be joining ending with a process of the
group selecting those who will get the job(s).
In my experience, the ones selected are very good and the ones not
selected - and even self-deselected - have gained such an insight
that they both agree with the selection and have gained value from
the process.
