There is, of course, substantial literature on the subject of resistance
to change. A couple of immediate thoughts:

1. There is some good basic stuff on resistance and how to deal with it
in Peter Block's book "Flawless Consulting" (Pfeiffer, 1981)

2. For an interesting perspective on the subject, try the article
"Overcoming Resistance to Resistance: Insights From a Study of the
Shawdows" by Walter Nord and John Jermier in Public Administration
Quarterly, Winter 1994 (published by American Society for Public
Administration's Section for Professional and Organization Development).
