The American philosopher Ralph Barton Perry stated three great objectives
for education, all of them related to learning as opposed to teaching.
The learning was subdivided into three time periods. First was the
inheritance, second was participation in today's society, and third was
contribution to the future. In my formulation, these would be carried out
respectively by (a) The University College, liberal arts and sciences, (b)
The Professional College (all professions under one roof with subdivisions
and (c) the Horizons College, which deals with systems of the future.
Categories a and b can be dealt with using present-day infrastructure.
Category c requires a totally different infrastructure. Infrastructure
that is incompatible with learning requirements can frustrate the most
dedicated faculty.
